Morocco is angry at Spain's decision to take in Western Sahara independence leader Brahim Ghali for medical treatment without informing Rabat. Last month it appeared to relax border controls with Ceuta and recalled its ambassador to Madrid for consultations. It said on Tuesday that the issue of migration was being used to distract from what it called the "real causes of the current political crisis with Spain", referring to Madrid's position on Western Sahara. 🤍 #eudebates Spain sent a clear message to Morocco Monday (24 May), insisting on respect for its shared borders a week after over 8,000 migrants entered its Ceuta enclave, with 1,000 minors still there. 🤍 Speaking in Brussels during an EU summit, Prime Minister Pedro Sánchez said the crisis had “triggered a crisis unprecedented in recent years between the European Union and Morocco”. Spain’s two tiny enclaves of Ceuta and Melilla have Europe’s only land border with Africa, making them a magnet for migrants desperate to escape grinding poverty and hunger. “The relationship between the EU and Morocco, between Spain and Morocco, is a strategic one… but it must be based on two fundamental pillars,” Sánchez said in remarks broadcast live on Spain’s public television. “The first is trust and the second is respect, in this case, respect for Europe’s borders, for Spain’s borders in Ceuta and Melilla.” The migrant surge in Ceuta is likely to be raised as EU leaders gather in Brussels for a summit, with Sánchez highlighting Spain’s importance in representing Rabat’s interests. “We must always remind Morocco that it has no better or greater ally within the EU than Spain to defend the strategic interests that are so important for Morocco,” he said. On the streets Earlier on Monday, a spokesman for Spain’s interior ministry said 7,500 people had so far returned to Morocco while “around 1,000” under-18 remained in Ceuta. He put the overall number of arrivals last week at between 8,000 and 9,000 people, although the Ceuta authorities estimated it was “between 8,000 and 10,000”. Also last week, more than 150 migrants managed to cross the fence into Melilla, Spain’s other coastal enclave some 400 kilometres to the east. The figure of 1,000 minors left in Ceuta is twice that given on Friday by one of the enclave’s top officials who said they were caring for 438 youngsters — while acknowledging hundreds more were on the streets still to be registered. For now, all efforts are focused on tracing their parents, with the authorities under pressure to examine each case individually to see whether it is best to return youngsters to their families or let them stay in Spain. Under international law, an unaccompanied minor cannot be sent back across a border without a detailed examination of their situation. The migrants were able to cross after Moroccan border forces deliberately looked the other way in what was widely understood as a punitive gesture after Spain offered hospital treatment to the leader of Western Sahara’s independence movement. (20 May 2021) With border crossings of migrants apparently under control, Spain and Morocco turned their attention Thursday to the plight of hundreds of teenagers and children stranded on both sides of their frontier amid one of the biggest diplomatic spats between the two countries in recent years. In Ceuta, the Spanish enclave on the northern African coast at the centre of the dispute, hundreds of unaccompanied minors were crammed into charity-run warehouses for a 10-day compulsory coronavirus quarantine under police watch. Some climbed onto the buildings' roofs to escape. Some migrant children say they have crossed without their parents' knowledge. A 15-year-old boy from Fnideq, the town just across the frontier, told the AP that he had crossed on Monday when Moroccan police announced that the border was open. "The Moroccans told us, go go, pass pass, they let us cross. I was just swimming and I saw people crossing so I went too," he said from inside a holding pen with other youngsters. "They have us locked as if we were in a prison. Morocco was a prison and Spain is now also a prison." The Spanish government has announced that 200 of the young migrants who were already in Ceuta before this week's sudden surge in arrivals would be transferred to the mainland in coming days in order to leave space in government-run facilities in the enclave. Under Spanish law, the minors remain under the care of regional authorities until their relatives can be found or they come of age. Authorities in Ceuta said Thursday that no migrants crossed overnight into the city. Spain says that more than 8,000 people crossed into Spanish territory in 48 hours, although at least 5,700 had either been expelled in bulk push-backs - measures that have been criticized by rights groups. Many of those who crossed returned voluntarily, after finding no shelter in Ceuta, and no possibility  to continue onto the European mainland. The Spanish government has deployed troops to Ceuta to patrol the border with Morocco after thousands of migrants swam into the northern African enclave, a source from the Interior Ministry said on Tuesday. Soldiers will patrol the border along with Spanish police. "This starts immediately," the source said, without specifying how many troops will be deployed. A spokesman for Ceuta's government delegation said soldiers will work with police in sensitive locations within the enclave to maintain order on the streets. (9 Dec 2016) Two Moroccan teenage girls have been found innocent of charges of homosexuality by a Moroccan judge on Friday. The girls, 16 and 17 years old, had been detained late last October after their parents reportedly took them to a police station for being caught hugging and kissing. They were detained for a few days and released pending the court's ruling. Morocco's penal code criminalizes "lewd or unnatural acts with an individual of the same sex" under article 489 with prison terms from six months up to three years and fines of up to 1,000 dirhams (100 US dollars). Several human rights organisations, including Human Rights Watch, had been calling on authorities to release the girls. Omar Arbib, member of the Moroccan Association For Human Rights (AMDH), said the law needed to change altogether so that society's thinking towards homosexuality could change too. The girls will have stay remain under their parents guardianship until their are 18 years old.
